Yes, but look at the competition. The tacks were in full blow-it-up-and-rebuild mode, the Jags were saddled with the worst coach in NFL history, and the clots were Andrew Luck (when he wasn't injured) plus 21 journeymen. Just about any coach not named Gus Bradley could take a fairly solid roster with a journeyman QB and have the most success in the division.
