Did you even read that report?  It's mostly a description of common attack techniques and "IT safe practices" babble.  

 

Also, the only thing even close to tying Russia to any of it is the small snippet of PHP code from commonly found wordpress malware that has been freely downloadable by the public for years.  It's pretty much outdated malware.  The original malware was apparently authored in the Ukraine which is next to Russia.  Though the link that I provide is a blog, it's far more detailed and is from a reputable source.

 

Finally, the report doesn't show that "the election was hacked" or that the DNC was specifically targeted.  From the report you linked
