Gene Smith wasn't fired for failing to instill a winning culture.  That last win over Indy was supposed to ensure that winning culture be instilled.

 

He was fired because he failed to bring in winning talent.
 

Actually you could argue that Jeans Myth was fired for failing to instill a winning culture.  When you over-draft and over pay mediocre players, you're instilling a mediocre culture...
