If the browns ask the Jaguars for trade for #4 - Your take

Now perhaps if Cleveland pulls off that deal, maybe New England might be willing to trade up to get a player.

But even if that deal doesn't materialize, I'm not sure the Jaguars would deal down.

1.  Only one GM in Jaguars history managed to trade down:  Shack Harris in 2007.  TC, to the best of my recollection, never traded down-especially in the first round.  I don't think TC would be inclined to make a move down based on that.

2.  Under your hypothetical, Cleveland trades up with us for a QB.  The problem is, not too many teams immediately below us need a QB.

Tennessee picks at 5, and they have Mariota.  The Jets pick at 6.  They have a desperate need at QB, so if Cleveland needs to bypass someone, it would appear to be the Jets at this stage.  Tennessee seemingly would be the likely trade up target at this stage.

The Chargers at 7, with a new home and a new coach and a old QB, might be in the market for a young signal caller, but they don't seem to have the ammo at this early stage to trade up.

Buffalo at 10 MIGHT be interested in a QB, depending on what happens with Taylor, but again, it's doubtful they have the ammo with which to deal up to our pick.

This likely will not shake out until draft day, but once again, it appears the Jaguars are a pick away from not having optimal trade down possibilities.

I believe Arizona would be the team to deal with. Carson Palmer is on his last leg and they are desperate to find his replacement. They might be willing to trade up for a QB, but they could also sit back and let a guy like Kizer or Mahomes fall to them at #13.
