Reason I ask, is I just don't know what we as Americans gain by Wikileaks leaking our CIA spying info if it's to be used against other, possibly hostile countries.

I do not agree with spying on the average American citizen...with that said, what about the Mob or other such entities...and known or perceived terrorist that reside in the U.S. That I would have to agree with.

To answer the first part in bold... yes and yes.

To answer the second part in bold, it's a sticky situation. Posting "not-so-good" stuff to social media would probably get an "average American citizen" looked at.
