Blake Bortles as a game manager is by far the best option.

People forget that Alex Smith looked like a bust at one point.  He was drafted 1st overall by the 49ers and never looked the part.  He worked with Any Reed and the rest is history.  Reed made a team built by defense and running the ball.  It took the pressure off of Smith and he thrived.  One would hope Bortles could benefit from the same scenario.

 

Blake Bortles record is just horrific when he throws for over 300 yards. (only 1 win)  Tom and Dave just poured a ton of money for the defense.  It makes sense to use the draft to build the offense and almost looks certain to pick a RB high in this draft.  Establish a running game, play solid consistent defense, and take the pressure off of Blake.   I could see him thriving if the situation is right.
