Game managers don't make good decisions, they just don't make the horrifically bad ones. That's why they're called game managers. Hand it off a lot, throw underneath garbage, never make a significant throw, hope the defense and run game wins it for you.

It's all about pressure, we've barely ever seen Bortles playing in a game where the team around him was giving him a real chance to win without him having to make it happen.
