The very definition of a game manager is someone that doesn't take chances and doesn't make the plays that a franchise level passer would.

 

The problem here is you seem to be assigning credit to the game managing QB that actually belongs to the team around him. That's wrong, the game manager QB does not make plays to keep drives alive, other players make plays to keep the drive alive, and the game manager QB doesn't make turnovers trying to force passes he's not good enough to make.
