Bortles was a bad QB in significant stretches last year.

Good game manager is an oxymoron. By definition the game manager isn't good or bad, he's relieved of the need to be good or bad, he's just a cog in the machine, he's not the one making the machine go.

I disagree. Ive always viewed game managers as not aggressive but not strictly guys that cant make plays when necessary. Alex Smith and Sam Bradford are pretty regularly classified as game managers despite them making plays when necessary.
