Blake Bortles as a game manager is by far the best option.

Alex Smith at this point I'd call a low tier franchise passer. Not on the level of the top tier guys, but middle of the league, can make some plays and some runs, but not a guy you can count on to carry a team. Game managers are guys that need their team to be the ones making the plays, not them.
