You obviously can't draft on measurables alone and you can't draft on resume alone. Even when a player has all those things, sometimes they still turn out badly. There are serious questions about how Watson's game would translate to NFL and that's a big reason why there isn't a consensus about where he will get drafted, but nobody serious is talking about him at #4. I think a team might take a shot on him somewhere in the first round, but I think he is a 2nd or 3rd round prospect. He is too raw and developmental at this point. 
 

I understand what you're saying, and I'm not going to argue with you.  QB is the hardest position to project from college to the NFL.   For every Tony Romo, there's a Tim Couch.   For every Blaine Gabbert, there's a Dak Prescott.  That's why I think nobody really knows how Watson would do as a pro quarterback.  Not you, not I, not even the so-called experts. 

 

It's just amazing that, with all the millions and billions of dollars riding on success or failure, no one has figure out how to tell which of these college QBs is going to be a good pro QB.
