Exactly how was this done?   

It is measured during the throwing drills so it is incorporated into the whole picture. They are probably aware of it being measured, but it's just one piece of the throwing assessment.

 

 It's the difference between throwing a 25 yard throw in .8 seconds or 1.0 seconds. If 1.0 seconds is good enough, then no big deal. What it means is the 60 mph QB can slow down to 1.0 seconds if he has to, but the 50 mph QB cannot speed up to .8 seconds if he has to, which leads to an incompletion or interception.
