I think its both. In the past, the money might not have pushed it over the edge. He might have looked at Jacksonville's offer, compared it with Denver and decided to go back home to an established franchise even with the extra 1 or 2 million heading his way. Same with AJ Bouye.

 

But the money was there, and perhaps with TC at the helm, they felt that it would go in the right direction.
