Peppers is an athlete with no real position who was hyped a ton because he played on offense and is a very good kick returner. If he's going to be a safety at the next level he's probably the 9th or 10th best prospect at that spot in the draft.
In Mike Mayock's Top 5 by Position (v2.0), he put Peppers as the number 1 safety in this draft.  I think you could make an argument to place him below Adams, Hooker, and possibly Baker or Melifonwu...but not 9th or 10th.
