He's most likely asking for immunity from prosecution for the potential violation of the emoluments clause of the constitution.  It's not clear if he properly reported the income he generated from a series of speeches he gave to the Russia Today television network prior to joining the Trump campaign as part of the vetting process when he was being reviewed for the NSA gig.  They know what communication he had with the Russians after he was tapped to fill that role because the Obama administration has leaked the transcripts of his conversations unmasking the identity of those involved in the discussions, which is in it's own right, illegal.
