What is Jacksonville's QB strategy for the Draft

I was thinking about this early today. I expect this draft to have 3-4 major first round trades, and I would not be surprised to see Bortles and the Jags be one of these. I was surprised by Marone's comment that Bortles is a complete foundation rebuild first before asking him to do the things he needs to do in order to be a more complete NFL QB. As we're also moving into a 5th year contract, I just do not see the value rebuilding a QB with a fifth year option. Ideally you want to see two years before settling on a longer term contract. To me, it's a risk retaining Bortles. Also, given that two veteran, proven QBs remain on the market as a cheap short term fix, it just makes sense that there is a trade coming.
