No, his mechanics make his decisions look worse. When you have a windup like that, it gives professional corners and other players more time to get to where he's throwing. 

 

He has his problems with decision making, but there's a lot of QB's in the NFL that act invincible out there when throwing and think they can make the throw when it isn't a smart one. I see it from Phillip Rivers all the time. Matt Stafford has done it plenty in his career. Favre was known for his gunslinger mentality, etc.

 

His windup and poor footwork make his decision making look much worse than it is. He'll always throw interceptions, he's never going to have years in the single digits, but he's better than what he's been this season if he can fix his mechanics like he did prior to 2015.
