If they haven’t purchased the land, then they aren’t paying property taxes. Since most of the schools’ budget is from property taxes then many are not contributing to the cost of educating their children.

I think the point was ... If you are paying rent, you are paying property tax. It is built into the rent by the owner who then pays the government.

Now, about those poor couples who can't have children. Watching tiny little children being picked up in the bus they are helping fund. Brutal.
