Let's go through this very quickly. When the WH gave the EO they did NOT notify the DOJ, Homeland Security, or TSA until the last minute which consisted of a 10 minute briefing before the ban went into effect, hence the confusion. The federal judge of course issued a stay but that does not mean everybody was able to be let in or be released. People who were detained were provided a pro-bono lawyer via the ACLU.
