They don't really say that. There are two seperate cliches there - "This guy is a sleeper pick" and "He is shooting up the draft boards." They are not about the same player.

You made a reference to Welker only playing for future HOF QB's.  That openned you up for a reply about Wes Welker, who was a very good receiver in Miami before he went to New England after Miami wouldn't resign him due to injury concerns IIRC.  

 

So yes, a "Wes Welker" type guy is usually used in every WR who is under 6' and expected to play from the slot.  I don't understand that though because Welker does plenty of damage on the outside.  He's a very underrated route runner and great at creating seperation.

There is another cliche - "He creates good seperation."

"He is undersized for a defensive end and will be an outside linebacker in a 3-4 defense."

 

The problem with that one is some "undersized" defensive ends keep playing that position in the 4-3 until they get new coaches who prefer the 3-4.
