Both are buns, just different types of bread, split exactly the same way. The bottom of a hot dog bun is flat, just like a hoagie roll.

Let's accept your theory that the differentiating factor between the two is the type of bread.  A hot dog bun, if made with hoagie bread, thus becomes a hoagie bun and vice versa.  If a hoagie is indeed a sandwich, the distinguishing characteristic of a sandwich becomes the bread, not the contents. 

 

Congratulations, you have completely invalidated the claim of the National Hot Dog Council and rendered their opinion irrelevant!  The true governing body has to be the National Bread Council.

Sticking your finger in an outlet doesn't make you an electrical appliance.

 

Neither does doing anything to a hot dog make it a sandwich.

 

It's... a hot dog regardless.
