The city and Jaguars have continuously worked together to upgrade and renovate Jacksonville Municipal/Alltel/Everbank Field, from cup holders and escalators, to the video boards, to now the practice facilities. Worst to 1st. Curse Reversed!

Bulseye, that is the relocation policy: NFL teams must have unresolved stadium issues to move out. It is also worth noting most teams are able to get new stadiums locally, so something is wrong with the city and state if they have to move to get funding.

I understand that is part of the relocation policy. But that relocation policy was not always in effect. These issues existed prior to the relocation policy. Everyone has always had the Jaguars relocating not due to stadium issues, but due to ticket sales/attendance.
