The extra picks allowed the Jaguars the flexibility to trade up for Robinson and Linder.

He played 28 out of 50 games? That's just barely more than half.

To be fair, he was traded 4 games into 2013 season, so "technically" he played 28 out the 46 games that he was available to play for the Ravens. Still, that isn't a good number.

    The more draft chips,  the better.   Both for the reason you mentioned and it also provides a team with more leeway to take some risks in a draft.   If a team has three 5th Round picks and two of them disappear within a year or two but the other one turns out to be an NFL All-Pro for multiple seasons,   that would provide a huge net payoff for that team.

Precisely.  As Jimmy Johnson said, having the extra picks gives you extra bites out of the apple.

 

Plus, it's easier to send away a 5th round pick to move up when you know you will still have a shot in the 5th round to pick, or two extra 4th round picks.   

 

Imagine the opposite.

 

Imagine you are a GM of a rebuilding team with only one pick in each round, but you feel you need to trade up a few spots to get the guy you want in the first.  The cost is a 3rd and a 4th.  You could end up getting your guy if you pull the trigger, but now almost the entire middle of the draft is unavailable to you.  If you are a rebuilding team, can you afford to potentially miss out on a Mark Stepnoski, a Brandon Linder, or a Terrell Owens (3rd round picks)?

 

Same scenario, only this time, your team, due to trades, has an extra 4th and two extra 5th round picks (Sound familiar?).

This time, if faced with the same deal, you have enough ammo to either make a perhaps more palatable counteroffer, or to minimize the effect of the loss of those mid round picks.  In other words, if you have lost the 3rd round pick in the deal, you have enough extra picks later on to deal back up into the 3rd if there is a player you really want there, the extra picks in the 5th round make up for it and you increase your chance at getting a Telvin Smith.
