Why is sanders still on the roster?

How does that change my assessment regarding his lack of speed? He can be a minor contributor if Shorts leaves, but if Shorts sticks around it's unlikely for Sanders to see the field as part of the offense when Robinson and Lee are healthy. Both of those guys are vastly superior options for the position.

Really by next season I hope the Jaguars are good enough that gimmick plays for gimmick players are an afterthought.

I'm not sure what we're discussing here. We agree he's not a burner, he's not beating out the rookies for playing time. I think we agree he can be a depth WR/role player and a contributor. Him being on the roster isn't currently keeping a better player off of the team like the OP is suggesting.

Bashing Ace seems like a new hobby around here this year. He's been disappointing at times, but he's likely the best option at PR on the roster.  (besides possibly Doss on IR)

I think he was very useful at WR last year and could see him being even more useful with Blake throwing but having drafting two receivers early combined with Hurns emergence precluded that.  His suspension really hurt his chances of earning snaps at receiver as he'd have likely gotten many of the snaps Mike Brown got early on had he been available.

Maybe Fisch will work him into the mix with A-Rob out.  I'd like to see him on the field with the offense a little bit more than the ~10 snaps he's gotten of late.

Ace would be a #4 receiver on a handful of teams around the league. The Jags are fortunate to have better options. (though he'll likely be our #4 the remainder of the season)

He's a less quick and slower Jermaine Lewis. He's good for a role, but I think he's using up his opportunities with errors and they'll look for a different guy next season.
