I rewatched that replay multiple times and that is exactly what happened. They threw the flag, Lee starts dancing, and then they only call taunting. At the very least it should have been offsetting penalty's. I posted the link earlier for any masochist who wants to relive the pain.

I'm not sure if you could tell on TV or not, but in the stadium two flags were thrown.  The first one was picked up, but that's what Lee was dancing for assuming he was going to get a PI call in his favor.  The 2nd flag came when he started dancing.
