It's hard to know how it's playing out, but I still suspect DC is doing what he's always done to prepare for the draft, and as they near completion of their big board and plan picks and contingencies, TC gets more and more involved in the fine tuning process.   

And of course he has to sign off on every pick and transaction.

He surely does. I'm having a hard time seeing him sign off on an unknown linebacker over, say, another DE...knowing how much he loves the DEs. Looking back at the picks, the DEs that followed QW were Maxx Crosby and Anthony Nelson at 8 and 9 picks later and Austin Bryant a little after that.

Maybe they suck, I don't know, but they also passed on the guys I mentioned above plus Cajuste, Finley, Justice Hill, Samia, etc. That's a lot of guys that the casual fan (i.e. me) knows and may have preferred given our lack of true knowledge. For him to go with QW and have TC sign off I think was bold (pretty much proves that they draft guys they've scouted instead of listening to us lol).

Yeah Tom has final say after all, but the entire process is a collaboration and Dave runs the draft process and scouting. Fair to say both of them were over the moon with their 1st two picks.

Dave didnt say Allen was the next player above Hockeson.  He said he was one level grade above TJ.  I'm sure Oliver was a level above too but they went with the edge guy and the guy with no red flags. I think if Hockenson was the next guy on their board Dave would of said that instead of saying he was a level grade above

O.K. here's my take on the decision making process w/respect to our 2019 NFL draft. Coughlin likes to draft BIG offensive and defensively. Both Coughlin and Caldwell just knew that Allen wouldn't fall to us and was poised to pick Taylor. BUT when Allen did fall, it was a no brainer. The selection card was delivered in what, three minutes.

On to round two. When Taylor lasted this far and we the Jaguars was within an -2 selection range, the decision was made to trade up and select our future RT. Upon getting the BEST DE/LB and the projected BEST RT, Coughlin relinquished control to Caldwell and the rest is history.

Here's what we do know: They were considering Hockenson at 7 and if not for Allen he may well have been the pick, Allen was just on a higher tier than him. 

Wouldn't surprise if Ed was too, just more guess work involved in that Vs Hockenson.
