Aren't exemption requests for government contractors up to the contracting company and not the actual federal government?

The contracting company that I currently work for is the devil.  They are inept and quite frankly I'm surprised that they have held the contract this long.  I have worked for several different companies that have had this contract (same job) and this one is the absolute worst one.  The contract is up next year and I'm hoping that a more reputable company wins it.
