McDowell definitely has as much upside as either of those guys.  Still not sure why he dropped off though.  Not sure if it was injured or he just kinda gave up because his team was so bad.

I could be wrong but I think it's maturity issues.

Yes, he called Ramsey last year and also stated "if Ramsey's gone than MylesJacks the pick" Not exactly calling it in the 2nd round but yes he did correctly predict Ramsey. and IIRC he called the Joeckel pick as well
