Eh...debatable. We had this discussion before and I agree that voyager had some of the worst episodes/writing of all the shows. But there were a few that were really good. She had her moments, and probably made some tougher decisions than a lot of the other captains...like choosing to personally execute Tuvix and everything in the "year of hell" episode. Picard is clearly my favorite, but I still like Janeway. I like them all really...I'm just saving Picard for the facepalm stuff. You know.
