If we were to sign Jennings, and a healthy Wisniewski, I would actually feel like a contender this season, going in to the draft. Take Williams/Fowler, quality RB, maybe another OL in the draft, other key defensive positions, and we have easily doubled our wins from last year. This thought actually makes me optimistic.

Lol, well I'm not ready to say that we are a playoff caliber team. But I guess the real contention will be having dug ourselves out of the rut of habitually losing seasons, and having a team on the rise. Basically contending for more than just having the best mascot.

IIRC, it was understood to be a "visit only" from the onset.  There was no expectation of a signing during the visit.

They made that pretty clear.  I think he's content to wait things out until after the draft so that teams calling him are in need, and willing to pay more.

It has nothing to do with Jacksonville and everything to do with no hurry to reach a bad deal.  Once you get past the high price free agency there isn't much different.
