Agree this year won't even be enough time to really determine.  Sure it is only football but with practice limits how well can the rookies know phone books of play.
This year is about player development on the offensive side of the ball.  We've got 7 rookies contributing out there on offense, and another couple of guys who are young players in Joeckel and Pasztor on the line.  It's going to take time for everything to start clicking, and that means it could bleed into next season before we see everything.  No rookie is going to know the entire playbook and be in a position to execute it to perfection.  And even if Bortles masters the playbook, that doesn't account for the other 10 guys on the field, 5-6 of which are rookies.  There are going to be growing pains, which is precisely what we're seeing right now as the players learn their roles.
