The version of USC 3 they were operating under did not have a mechanism for involving state legislatures. Only governors. And Pelosi was not supposed to be in control.  Pence was presiding over the count, not Pelosi.
What I said was actually correct and you even admitted I was correct. Pelosi didn't have control as you stated, that is until she was able to use the "emergency" to take power and change the rules. At that point, Pence had no power to do anything (if he was ever going to do anything). The reps that had already challenged the results all had remove the challenges and no one else could challenge it.

Pence continued to preside over the count after they continued. The deal they made to make things go faster was to only go to separate chambers for a vote regarding the Arizona ballots, instead of breaking into separate chambers for Arizona, Pennsylvania, and perhaps other disputes as well.

The people who thought Trump won only had a tiny minority of votes and all they could do was delay things. Because it was getting late, they agreed to only use the delaying tactic once.

Fun fact: the member of Congress who is most specific about a pro-Trump strategy for the 6th was Josh Hawley. He said he only intended to dispute the results in Arizona and Pennsylvania, and only on the grounds that those two states had distributed absentee ballots in ways that the state legislature had not authorized. Even if a majority of both houses agreed with Hawley, that still was not enough votes to flip the outcome from Biden to Trump.
