Even if you ignore slavery and simply want to look at education or housing discrimination in the more recent past, yes CA had that, but CA has been doing so well in general (especially the real estate values) that a black person in CA from 1980 to 2020 could easily end up with more net worth than a white person in, say, MS, during the same time period.
