The Colorado decision rested on a series of like five or six questions that all had to be answered yes. If any of them were no the decision turns. The question SCOTUS chose to focus on is if states have the power to enforce anything beyond the most obvious and clear cut qualifications for federal office. The answer to this used to be yes. But in 1995 the Supreme Court struck a major blow to the "states are laboratories of democracy" idea and said no.
In today's decision, the Court decided to uphold the 1995 U.S. Term Limits, Inc. v. Thornton decision, which was wrongly decided.
