From what I'm reading about the new surfaces - the latest stuff is a vast improvement over that crap they have at the meadowlands for the jersey giants and jests.

That's nice.

But to be in Florida, and not find a way to have natural turf in your stadium, I don't know

Since we'll likely be underwater by 2050, I think it's a good idea to go with Turf, since Grass doesn't grow very well under the sea.

My thoughts, to get to a number they had to show some savings in places, get the deal done which includes Shad covering cost over runs.

Once the ink is dry, the decision is made to switch to grass, SuperBowl.

Maybe.  The Texans built there stadium with a retractable roof, but still had to bring there grass field in on square pallets that fit together.  They replaced their grass field with Astroturf 2.0 as the squares stopped fitting together after aging.  The Arizona Cardinals have a real grass stadium with a retractable roof, but the entire field rolls out of the stadium to get sunlight between games.  In the Jags case it depends how the sunlight comes in after the upgrade, even with a transparent roof.  Does the entire field get enough sunlight to grow properly?  If not it will have to be turf.

Originally (earliest plans) the most center portion of the roof would be retractable and the other necessary panels would allow enough UV through to grow natural turf. 

The plan has had multiple revisions since then, so without time to dig through 40 pages of docs, I'm assuming that proved to be too expensive.

STADIUM OF THE FUTURE UPDATE
This month, the City of Jacksonville and the Jaguars introduced a joint stadium renovation agreement to the Jacksonville City Council, with framework that protects the taxpayers, benefits the entire community and secures the Jaguars’ presence in Jacksonville for the next 30 years.

The proposed next steps of the process are:
• June 25: Potential City Council Vote on Legislation
• October 2024: NFL Owners Approval (75% needed)
• February 2025: Construction begins
• 2025 Jaguars Season: Jaguars play in Jacksonville with 60,000+ capacity
• 2026 Jaguars Season: Jaguars play in Jacksonville with reduced capacity (approx. 43,500)
• 2027 Jaguars Season: Jaguars play one season away from Jacksonville (Location TBD)
• August 2028: Stadium of the Future opens

Providing shade to the seats is typically what will defeat a grass field.  Essentially you're building a cylinder so that the whole field only gets sun around noon. As the sun moves throughout the day, the field won't see enough sun to grow properly.

PS. If you're getting season tickets make sure you're in the right direction/section of the stadium.  Fortunately my dad (engineer) chose us seats on the north side of the Texans stadium for that specific reason, so we were good throughout the game. But looking to the southwest side of the stadium, you could see that the sunlight literally carved a large section where fans would have to retreat to the concourse during the summer/early fall games.

The covering:
The report says the open-air stadium will be covered by a protective enclosure made of a composite polymer on a steel-framed structure and cable-net roof system. It will reduce the heat by up to 70% and protect all spectators from the elements.
A new broom always sweeps clean.

I don't like it not being a real grass surface. Install some grow lights or something if the covering prohibits photosynthesis.
