It used to be that way. But since about 2010, Congress only sends like four or five bills to the President's desk a year. So they cram a lot of stuff into those. They want as little yays and nays as possible to give the party extremists as little ammunition as possible when primary time comes.

Last time this was mad one of their own outed the insider trading they were doing. LOL However there is A LOT of stuff I cannot see being passed on its own merit.
