It was definitely worth a try.....I'm just disappointed in that "try." Per PFT, the contract we offered is a weak attempt and will be easy for Cleveland to match.

Good point.  It's very likely what Cleveland's owner declared about matching any deal was intended to discourage the Jaguars.  That clearly hasn't happened, so once an offer sheet is actually signed, we'll see if he's a man of his word, or if this becomes an "oh crap, I didn't expect them to call my bluff" moment.
