Ok instead of Jaguars maybe use domestic kittens, like the puppy bowl. That should at least scare away the Tacks.

If I were to take this seriously, I would build a large enclosure above the Terrace Suites with tropical plants and bring a couple of the jaguars from the Jacksonville Zoo and Gardens for each home game.
We could not leave these animals at the stadium year round like the jaguar at Southern University or the Tiger at LSU. Those are campuses where there are people all the time. Not the case inside a stadium.
