It's quite clear that Garrard was carried by MJD and the running game.  Otherwise, there was no weapon (or combination of weapons) available to replace his 16 TDs.

Garrard did better passing the ball than Henne did and he was throwing to Mike Thomas and Mike Sims-Walker. At the time I thought those two were okay, but Ace Sanders is as good or better than Thomas and Shorts is definitely better than Sims-Walker.

It's no coincidence that Garrard's game/career tanked as the team tanked around him.  Swap Garrard for Henne and you'd get the same result in 2009/2013.  Both are only as good as the team around them.
