No argument here of course local laws are subject to the local populace and their threshold of tolerance. Me personally I seek areas with severely less intrusion.

They're not combing through your trash.   They don't have time for that.  

 

Calling this "police powers" is a real stretch, anyway.   All they're doing is billing people a dollar for misusing the trash pickup service.

We can word it many different ways. It boils down to the local municipality inspecting trash and distributing citations. I wouldn't call it police powers but id consider more of the nanny state. Just like new Yorks big gulp ban.

So it's $1 for residents, and $50 for businesses per violation.  You can't convince me that money grabbing doesn't have something to do with this.
