Availability is the best ability for any nfl player, and catching the ball is the best ability to have for WR. Shorts is not consistent with either. He was the worst WR on the field once he was relied more upon once Allen Robinson got hurt.

There was a lot of change offensively. If I remember correctly, his 2013 season was still a regression from his breakout 2012 season.


A guy in his contract year shouldn't play as poor as Shorts did. Dude had a ton of drops. A team may bring him in, but I only see him as having a chance as a slot WR. Bortles definitely was not perfect on all of Shorts drops, but Cecil did drop a lot of good Bortles passes too. Does he have talent? Sure, everyone in the nfl does. Hes definitely not the most talented WR on the roster. I just don't think he's worth bringing back, unless it's on a one year prove it deal.
