Great Recuiting Concept - Pledge $$ to University to recruit "Player X"

I heard this yesterday on the radio but can't find info if this really exists.
Apparently, fans can pledge $$ to their college of choice to recruit certain players. Say I was interested in Pitt getting De'Andre Johnson (QB) out of First Coast - Jacksonville ..... I could pledge $500 to Pitt that is payable if they are able to sign Johnson. Has anyone heard of this concept or is this just one of those things people discuss on the radio during a boring sports day? We show less advertisements to registered users. I've never heard of it. If you have enough money, go for it.
It's an interesting concept, but someone could pledge a million dollars just so their scrub kid could get a "scholarship"?
The schools make enough money without me having to paying them more for recruiting!!!

.... but look at it this way, some schools have limited budgets so they limit their recruiting visits to coincide with the budget they are given by the AD & Chancellor. My Pitt team is a primary example of a school that does just enough to be 7-6 every year. If this thing would come to fruition, it would be great to see a database of players and school pledge $$ that they were able to generate.
Good Idea UCF, I could get my kid a scholarship to Bama by pledging that $1m .... hey wait, I just checked my online banking account and don't have the funds.
