On a side note, saw a report on Bleacher saying Bills are expecting to re-sign Hughes despite interest from us......for whatever that's worth
It's basically all an event of circumnavigating the rules. Teams and players are always "tentatively" agreeing to deals before they can actually sign them. That is why on Monday and even later today, you will see things like so and so agrees to deal with so and so. They won't officially sign it until Tuesday, but all the facts and details will already be hammered out, just like past years.
