Nobody knows everything that happens at the White House, but it is well understood that the first lady sometimes plays a role in the president's decisions. It worked that way for the Clintons.

Meh first lady does less then than VP. They can push for things like healthcare or healthy eating. But other than having their spouse's ear they don't do much policy wise. Though Hillary might have been one of the more more influential FLOTUS. she fancied herself an Eleanor Roosevelt

This is what I am getting at. Living in the White House gave Hillary many opportunities for eight years to go far beyond being a wife and mother, helping all Americans in any way she could. FLOTS is a job title.
