Yeah, I'm not sure this will sway any kids ultimate decision, but it's a cool perk.  The guy is innovative, but I'm not so sure this was the splash he was hoping it would be.

I don't have my NCAA D1 manual with me atm and I don't know the football-only rules since I don't work with football, but other sports are allowed to go outside of the US once every 4 years to play outside competition (or practice in UM's case). I've heard of some of the big Nike schools have a trip paid for every 4 years for men's basketball. It is kind of surprising they won't allow it for football going forward, but moving all that equipment is expensive.

Baseball teams spend a lot of time practicing down south.
