I'd kick the tires on him. if he's healthy he's dynamic, but would not pay him much upfront. an incentive laden contract seems fair.

I dont believe hell get paid 12m or over but even if he does at 11-12 hes only getting slightly more than Hurns and Tavon austin and those two contracts dictate his price. Then he came back last year and got some playing time the first time the played Oakland, and then promptly blew his knee out in practice in a non-contact injury and got sent to the IR for the rest of the season.
