No, they drafted who they believe is the next great NFL QB.  They are betting their careers on him.  But they drafted him a year early, since his declaration for the draft matched up very well with the Jags' draft position.  If Bortles stayed in college, he could have been the consensus #1 next year, but the Jags were unlikely to have the #1 pick.  They essentially projected where Bortles would be with more coaching and seasoning, and also knew that the Jags offense was getting a full makeover this offseason.  It lines up much better for next year (or later this year) that everything comes together.  Forcing it won't make it come true.  You just don't put a raw QB into an offense with so many rookies and new pieces.  Bortles has all the tools, including the ability to trust the process and use this time to raise his game.  He has passed all the tests and that is extremely promising.  We've got a good one.  Have some patience and trust.

Looking at the stuff above, I'm going to say both of the first two are definitely true now. If they don't start him in the next few weeks they've definitely been feeding us a line since about June-July.
