Plus pretty much anything 1 President does, the next one elected can eliminate; provided they have a house majority that is united.

This is partially correct.  I don't know that I would say it's the majority of people, but I know several people that have brought over family on tourist visas and then just never went back to their home country.  There really are no repercussions for doing that - and until there are, things aren't going to change. 

That's why you need comprehensive immigration reform, not just a wall.  Deny benefits like free education, free health care, stop the under-the-table illegal immigrant labor, and disincentive coming to America illegally and people will follow the rules.
