Tax brackets changed across the board (lower) and the standard deduction jumped a ton! Lower to middle average percentage drop around 3.5% and upper tier or "elite" as you called it dropped 2.6%. Keep in mind exemptions are gone and upper tier loses a ton of "shelter" options.
