At speed I didn't see anything wrong with the play. Frame by frame however the crown of the helmet hits first then snaps up. I see this as being a disaster much like the current helmet to helmet rule where incidental contact can change the course of a game.

Exactly, that kind of stuff happens every single play. It's going to be damn near impossible for refs to call it correctly, consistently, and fairly for everyone.
